Make sure the Parental Control is active.
Choose Web restrictions.
Activate Do you want to block some web content option and Yes is your choice.
Select any category you want under Check the content you want to block.
Click OK to end.

Check/mark Block File Downloads [...]

The steps to do:
Click Start button.
Choose Control Panel.
Click Parental Control option.
Select Create a New User Account if don’t have any.
Type your new account in New Account Name box.
Click Create Account button.
Activate On, enforce current settings option.
Click OK to end.
Note: when you log in, use this account.

Go to Control Panel.
Choose Fonts.
Click View menu.
Select Choose Details.
Activate Font File Names.

Go to Control Panel.
Click Comments column.

Check/mark certain facility you want.

Mark/check on Additional Clock #1.
Type the information about time system,
let say Tampa time in Name box.

Open your Internet Explorer 7.0 and open any certain site you want.
Place your mouse on certain image you want.
Right click on your mouse.
Select Set as Background.
